On November 19 the RA National Assembly continued the work of the extraordinary sitting.

The deputies in the first reading continued debating the package of draft laws “On Amending the RA Law on Licensing” and “On Amending the RA Law on State Duty.”

The Chairman of the Standing Committee on Economic Affairs Vardan Ayvazyan noted that the Committee had thoroughly debated the draft law and endorsed it.

After debating the issue the parliament by voting passed the considered draft laws.

Then the deputies in the third reading debated the draft law “On Tax Exemption of the Activities in the Borderline Rural Communities” and the package of draft laws “On Encouraging the Children’s Breast Feeding and the Children’s Food Turnover” and related laws.

The draft law “On Social Support of the Borderline Communities” was debated in the second reading. The Acting Minister of Territorial Administration Vache Terteryan touched upon the deputies’ recommendations in written form and noted that in case of being admissible they would be taken into consideration.

The RA Deputy Minister of Justice Arsen Mkrtchyan in the first reading presented the package of draft laws “On Registration of the Provided Rights Towards Moveable Property” and related draft laws.

The member of the Standing Committee on State and Legal Affairs Arpine Hovhannisyan gave details on the draft law.

During the sitting the NA deputies welcomed the delegation led by Yiannakis Omirou, the President of the House of Representatives of the Republic of Cyprus. At the NA extraordinary sitting Yiannakis Omirou delivered a speech (see the speech in the section news with a separate text).

Then the parliament turned to the debate of the agenda items: the NA deputies Hovhannes Sahakyan, Arpine Hovhannisyan, Mher Shahgeldyan, Gagik Jhangiryan, Artsvik Minasyan expressed their viewpoints on the abovementioned package of draft laws.

In their final speeches Arpine Hovhannisyan and Arsen Mkrtchyan touched upon the deputies’ recommendations and concerns and expressed readiness to cooperate during the period from the first to the second reading and to edit the legislative package.

The RA Deputy Minister of Justice submitted in the first reading the legislative package envisaging amendments to the law “On Protection of Personal Data,” “On Amending the RA Code on Administrative Infringements” and to a number of laws conditioned by them.

Arpine Hovhannisyan presented the endorsement of the RA NA Standing Committee on State and Legal Affairs.

The NA deputies Gagik Jhangiryan, Arpine Hovhannisyan, Artsvik Minasyan and Mikayel Melkumyan took the floor on the agenda item under debate.

In his final speech the RA Deputy Minister of Justice Arsen Mkrtchyan thanked the attendees for the concerned debates and touched upon the concerned voiced in the deputies’ speeches.

Arsen Mkrtchyan presented the package of draft laws “On Amending the RA Law on Administration Bases and Administrative Proceedings” and amendments to a number of laws.

Hovhannes Sahakyan submitted the endorsement of the Head Committee, the Standing Committee on State and Legal Affairs.

During the exchange of thoughts the deputies Mher Shahgeldyan, Gagik Jhangiryan, Khosrov Harutyunyan presented their viewpoints and recommendations on the legislative package.

In his final speech Hovhannes Sahakyan touched upon the deputies’ concerns and expressed readiness to debate it once again in the Committee. He proposed to endorse the draft law and continue the further editing.

Then the parliament in the third reading the draft law “On State Property Management”, in the second reading the draft laws “On Amending the Approval of List of Goods Imported by Organization and Private Entrepreneurs, That Have '0' Customs Duty Rate and are Not Subject to Excise Taxation and for which Value Added Tax Shall Not be Calculated and Collected by Customs Authorities,” the draft law “On Amending the RA Law on Automobile Transport” with the enclosed package. The parliament in the second reading also considered the draft law “On Amending the Code on Administrative Infringements” with enclosed package, where editorial amendments were made.

The RA Minister of Labor and Social Affairs Artem Asatryan in the first reading submitted for debate the draft law “On Social Support” with enclosed legislative package.

The Chairman of the NA Standing Committee on Social Affairs Hakob Hakobyan presented the endorsement of the Committee on the draft law.
